[actions] tests-alpine: time out jobs well before GitHub's 6-hour limit

A hung `fast` job, like the busybox `sh` lanes in `nvm debug`, otherwise ran for 6 hours before being cancelled.
`fast` jobs take a few minutes and `musl-binary` jobs under one, so they now time out after 15 and 10.
